How to test each part separately

Close the roof-tank valve and check the meter again; if it stops, the leak is after the tank, inside the house.
Put a few drops of food colouring in the toilet cistern and wait 20 minutes without flushing; colour in the bowl means a worn flapper.
Listen to the pump: if it starts and stops by itself when nobody uses water, the lines are losing pressure.
